Project Background 

Education is one of the most basic tools for social and economic development in country.  Education deals with the improvement of human resource, which is now accepted as the most important resource necessary for the development of any nation or society.  The Tanzania National average Secondary school enrolment rate currently at 35% is among the lowest in the World. To help improve the status of education nationally, East Coast established this boarding co-educational school aiming at a student population of 640 of which a minimum of 50% places will be availed to girls.  

 

Brief Description of the Project  

 

 East Coast Secondary School,  is a privately owned Non Government Secondary School. It started in January, 2004 and registered (S.1498) with the Ministry Of Education and Vocational Training in March,2005. The school is located at  Kibaha district, coast region, Lulanzi village  about 3 kilometers off Dar es Salaam-Morogoro road about 40 kilometers from Dar es Salaam city. The school occupies 15 hectares of land with an availability of all basic amenities like water, electricity and grounds for students to carry out their formal and extra curricular activities.. The school started with a Form One class of 35 students, with four Classes, two laboratories, one dormitory and a kitchen and an unfinished Administration block and Library. After the completion of this project, the school will have all the facilities necessary for running a secondary school.    The project will set up additional classrooms, laboratories, dormitories and other school facilities such as kitchen, dining hall playgrounds etc  to attain its full capacity of  640 student population.  It is an Ordinary Level school with students whose ages range from 12 to 18 years. The school’s main curriculum prepares students for the National Examination  Council of Tanzania (NECTA) exams i.e. the national forms IV exams.  The school also assists orphan students who can’t afford to pay school fees.

 The first stage has been to set up a quality school fixed assets structure that meets the ECSS’s Mission Statement. The second phase aimed at recruitment of professionally proven academic and administrative staff that with high discipline and motivation to work in the school’s environment with full capacity.

Tanzania Education System  

The Tanzania education system is modeled on the British education system.  The education system ranges from pre-primary to university level, in a 2-7-4-2-3+ system.  That is, 2 years or pre-primary education, 7 years of primary education, 4 years of secondary ordinary level, 2 years of secondary advanced level and a minimum of 3 years university education. In Tanzania the government and private sector provide education, at all levels.  In its 1997 Education Policy, the government encourages the private sector and the community in general to get involved and provide education at all levels.

 Market and Sales

East Coast Secondary School aims to become a high standard, high performing school in the country, competing with only the best in despline and exam performance.  Although most of the students will come from Dar es Salaam and the surrounding regions, it is expected that the school will attract students nation wide.  The school  aims at attracting some more students from the neighboring countries of Kenya, Uganda, Burundi, Rwanda, Congo, Zambia and Malawi.  The school when at full capacity is planned to have facilities to cater for a total of 640 students that is; Forms One to four – Four streams each of 40 students totaling 640.  With facilities planned for the school and the quality of education provided, East Coast Secondary School is confident to attain the goal. Proposed Marketing Channels to be used The biggest and most effective marketing tool that East Coast Secondary School will use will be its performance at national examinations by year 2007.  A school’s good performance in national examinations automatically increases its demand. Secondly, East Coast Secondary School produces its own brochures and carries out promotional activities such as having  “Open Days and Sports” where the public is invited and encouraged to attend. It also uses media such as Radio,  news papers and TV.  

 

Technical Feasibility Status  

 

The school gets its power from the TANESCO grid, whose power lines pass three kilometers away.  Water supply to the school community comes from the municipal water system (The main Ruvu-Dar water pipelines passes three kilometers from the school). The school is connected into the Tanzania Telecommunications Company Ltd (TTCL) wireless network, and will get connected to the Landline which is already serving some Areas nearby –Picha ya Ndege. The general layout of the school is based on a main central teaching and learning area, surrounded by accommodation areas for students and academic and senior staff.  Sport and recreational areas are on one side.  The sewage plant  and other school projects will be located at some distance from the main school areas.  

 Organization  Structure and Management

The chief executive of the school will be the Managing Director(First photo above), who will be assisted by the School Manager(Second photo) and Headmaster.  The Managing Director will be responsible to the Corporate Board Directors.  .  The school currently has a teaching staff of 10 and plans to have 24 when at full capacity.  Total number of employees is estimated to reach 48.  The school has a School Board that takes care of all academic matters and issues of discipline.  This board includes students’ parents, one or two teachers, and some influential citizens.

Operating costs:

The entire project’s costs will depend on its ability to utilize the existing and planned capacity utilization. Fixed and semi fixed costs are in respect of salaries and wages and overhead expenses.
